1. Basic Principle: All funds belonging to Occupy Salem must be appropriated by the General Assembly.
2. Exceptions:
a. The General Assembly may authorize funds for ongoing expenditures, such as porta-potties or propane, without having to consider each instance.
b. A member of the community may expend his or her own funds without prior General Assembly approval and then approach the General Assembly after the fact for reimbursement. If the General Assembly agrees that the expenditure was:
i. Appropriate
ii. Could not easily have been brought to the General Assembly for approval,
the General Assembly may authorize reimbursement for the expenditure. If it does not, the individual who chose to make the expenditure must absorb the expense.
3. If the expenditure is both large (more than 30% of the amount currently in the Occupy Salem account) and controversial (meaning two or more people are standing aside), the expenditure must be approved by two successive General Assemblies.
